Even if you don't get that places that infrequently see snow lack the infrastructure and understanding to handle it as well as the places that regularly do, you shouldn't be saying this as the White House press secretary at a time when the south is getting hit by snow.

aren't some places built without consideration for snow? I feel like thats a big problem with snow and ice in Atlanta. Sure the drivers look like shit on it because they aren't used to it, but also the interstates and highways are built at grades and inclines and declines that aren't safe for ice or snow travel. Now, let's be real, that's stupid, but once it's done that's going to take many years to correc.t

She's right though. We should fucking know how to handle snow by now. Virginia sees snow multiple times every winter and even we don't know how to handle it and close schools for a week.

Yeah for a White House Press Secretary this is kind of myopic.

Maybe she could say:

"Growing up in the northeast, I had never understood why stores and restaurants close when there's barely an inch of snow on the ground. Now that I'm older, I understand the necessity for ensuring proper infrastructure in locations that are experiencing weather they'd never been subject to in times past."

Ice is very different though.
A lot of these states have had decades to do literally anything about it. I know global warming is making things worse, but we're not talking about Miami getting 3 feet of snow out of nowhere. Every year you can count on even the most mild snow shutting down society for days at least.

Frank Pereira, a meteorologist with the National Weather Service, said to expect a "significant ice storm across portions of the central Carolinas," including the Charlotte metropolitan area.
The North Carolina Department of Transportation said Sunday that Interstate 95 was closed in both directions between Lumberton and Fayetteville due to low-hanging power lines. Freezing rain had been reported in the area. Transportation officials advised drivers to take a detour and said they hope to reopen the road by 2 p.m.
More than 250,000 customers were without power by late morning Sunday, according to poweroutage.us. Especially hard hit was Georgia, with nearly 110,000 outages. South Carolina had nearly 90,000 customers without power. The remaining outages were in Florida, North Carolina and Tennessee.

My point was anything is too much and there is no fucking excuse for still having such worthless responses every single time, but I guess effective government would be off-brand for America, especially in the South.
