Because in an apartment you have 1-2 outside facing walls unlike a house where you're surrounded by the outside. Our electric bill for our 2300 sq ft house is around $130 in the summer and $80 in the winter(gas heat). It was nearly double that before I took efforts to help insulate the house more.
