There'll be a scene. First, go save your game in the next train car, then play Watts in Triple Triad (agree to play, then quit at the rule screen). Mix rules; if Open spreads, great, if not, keep trying (if Same abolishes, or Watts stops asking to mix rules, reset and try again; we need Galbadia to have Same for now, so we can change rules in another region later), then play him for real and win the Angelo Card from him.

Why doesn't he just tell me what rule he wants the person to have. Does he want the person to have the Rules of Same or Open?

It's asking you to win Angelo's card. That crap about the rules, is only applicable depending on what rules you'll be using, which you won't know until you play so ignore that part. Just play him.

I think it's telling you to try and get Open to spread.
