tbf they already did this in Z
End of Cell Saga was peak gohan. he unlocked ssj2, he whooped a powered up cell with one arm, and was the new hero. then in Buu saga, he spent the entire saga getting powered up and some dumb sword, to where he was peak power level without any ssj hijinks. then he shows up and gets turned into a cookie immediately and goku/vegeta need to save him and then he does nothing. --- JISOO JISOO ... I mean yeah the whole end of the cell saga and start of buu was to try to pass the torch to gohan and people wouldnt have it. So doubt he'd ever be made a serious top guy again.
