It really depends on the company who you work with. I've had some good HR departments, And I also had some that was just plain lazy and useless.

I went to HR last year for the first time in my life because my old supervisor is extremely fucking lazy and had no desire to grow or see me grow. The guy before me quit for the same reason. All of my coworkers warned me when I first started. The entire company hates him including our sister companies. I guess he's still here because he hoards knowledge and the big boss probably doesn't want to go through the hassle of figuring out how everything operates to replace him.
HR responded positively and begged me not to quit. Immediately went to the big boss and the big boss apologized for it. Both HR and the big boss said they are willing to do whatever it takes to make me happy here. HR has one sole purpose and that's to keep the company out of legal trouble. Not useless, but also not on your side unless you have solid proof of something that can legally hurt the company, such as a harassment case. For internal squabbles they'll almost always side with management.
