For the most part yeah Id say thats true.

I would say it also targets poor/low income people too though.

I haven't seen anything in writing that favors white people. Not saying it doesn't exist though. But I will say prosecution favors white people. Which isnt something set in stone or in black and white just the bias of people in charge of handing it out.
