I'm not much of a computer person but I'll try to make this thorough.
About an hour or so ago I realized I couldn't create any new folders on my PC!
Clicking on "Create New Folder" does not do anything, and right clicking does not show any Folder option in the Create New context menu. Neither does CTRL+SHIFT+N.

So I looked up a bunch of fixes and did so, so many. I'll try and list everything I did so far here:
  1. Turn it off and turn it on again.
  2. Did a full PC scan for any viruses and whatever.
  3. Restart Windows Explorer in the Processes tab of Task Manager.
  4. Make sure my permissions were allowed full control in the security tab of SDD and HDD.
  5. Ran the System File Checker through command prompt.
  6. Reset File Explorer through SYSDM.CPL in Run.
  7. Used the Registry Editor to change the ContextMenuHandlers.
  8. Used Windows Defender to turn off Controlled Folder Access.
  9. Did a clean boot with basically everything turned off.
  10. I even did a system restore to last week, where I definitely made a fuck ton of folders!
I really, really don't want to reinstall Windows because I just did it like 3ish weeks ago when I got my new SSD. I haven't even really downloaded anything that wasn't off Steam in the last week so I don't know why it's suddenly happening today.

wtf thats weird >_> uhhh can you make folders with command prompt? open command prompt and type "mkdir C:\testfolder" and see if a folder gets created. If not, maybe you will get some error with some clues

Usually this is super fake but this sounds like the sort of thing a sfc /scannow in powershell could fix. Maybe. Worth a shot anyway

Okay, so update. Maybe sleeping and crying was a good idea because now clicking new folder, thought does not produce a new folder, brings up this menu.

So, idk, maybe the computer thinks folders and shortcuts are the same. Can it do that?

I had a weird thing happen the other night where in some menus I would get constantly scrolled to the top, like as if the up arrow key or page up or home was stuck (start menu, networks menu etc) but in text documents and in browser, this wouldn't happen. It wasn't the mouse, it wasn't my keyboard, it wasn't my controller or the touchpad.

Normal restart fixed it, whatever it was.

It sounds like the shortcut issue can happen when there's some extra/incorrect registry entries (this probably happened when you were trying to fix stuff before) https://superuser.com/questions/1317806/my-new-folder-menu-is-creating-a-new-shortcut-not-a-folder-in-windows-10

What do you have in the registry key HKEY_CLASSES_ROOT\Folder\ShellNew ?

The only way this shit happens is if you're running some kind of scripts designed to mess with windows such as removing telemetry or the windows store and the script is written like shit.

Or malware but that's unlikely. Malware fucking with the registry like this is more likely to change the associations for exefile

Now that is a real head scratcher to fix.

They ran some registry script found online as one of the fixes, and im guessing that caused the extra registry entries which were the culprit of the shortcut issue. No idea what caused the original problem though
