Surf since it's the most useful in combat.

Defog is a close 2nd (and probably the most useful in competitive play) but I give surf the edge since you don't really need defog for in game battles.

Fly and Surf because theyre both decent attacks and are extremely useful for world traversal

Getting surf for the first time at the safari zone was a game changer back in the day

Surf, easily. Excellent battle move that also opens up way more of the world to explore. Fly's great, but is ultimately just a convenience move in terms of utility.

Surf lets you interact in the game world in the most meaningful and fun way. It's also an overall good move so it isn't a burden to actually carry on the team. Which doesn't really apply to the rest of the HMs (Waterfall is good too, but odds are if you are rolling Surf, Waterfall isn't on your team).
