Partially, but as simple of an explanation as this is, I also think it's about really low worth people wanting to have a group of people they can look down on.
Nobody wants to feel worthless, so narrow minded people that happen to be part of the regional ethnic majority tend to form racist beliefs so they can band together and oppress someone else. Nah, rich people are not scheming behind the scenes to keep their wealth. They obtained it unfairly due to the capitalist system but racism is prevalent in all systems of government but true communism where all fellow humans give each according to their ability and take according to their needs
