It is hard. Torterra obviously has overall better stats in every regard. Dratini can use ice beam for 4x damage but it has lower special and Torterra has higher sdef than the last match up.

I picked Torterra.

Torterra.

It's faster and stronger and can probably take anything that Dratini could dish out.

Torterra goes first and should easily 1-shot dratini with outrage.

This one is difficult because you want to put it on Torterra just on the stats, but Torterra does not have access to any super effective moves and can not take advantage of the Stab as Dratini is resistant, so Torterra has to use Earthquake and or Giga Impact; You could try a first turn Giga impact and hope that it hits and kills, but a more conservative approach of hitting with the guaranteed Earthquake and reserving the option of a Giga Impact for the second turn, if needed.

Dratini has to tank the first hit and then either Ice Beam or Blizzard and hope the 4X type effectiveness is enough to drop it.

A level differential will obviously skew in favour of the higher level pokemon.

Technically, it can learn outrage, which should be super effective, right. That said, Dratini could learn Sunny Day, and then either Fire Spin, Flamethrower, or Fire Blast

Only 2X Effective though and the weather boost can be done through hail, Ice is the only typing match for the 4X attack bonus.

To get it done with Ice, it would need hail conditions at battle start, or a quick claw (or other item that would allow for a first turn status move to gain priority) for Torterra to miss because of weather, Blizzard actually hit, could be a one hit KO though Torterra's hidden ability might prevent that.

Ultimately I see it as Rhyperior just wanted it more, so raqe quit until they got someone using a Froakie with Double Team.

They may both be valid options, but outcomes is another matter.
