Its canon as of 3 that Douglas goes to the police and exposes the Order after Heather does her thing. So why did Harry not think in the 17 year gap between games that, yeah, maybe getting protection from an insane cult that can summon monsters might not be the worst idea. Seeing as how not doing this ultimately gets him killed it's kind of crazy he never at least attempts it.

A) Most people aren't going to take you seriously if you tell them there's a cult that can summon monsters from some sort of alternate dimension. That's the sort of thing that will get you locked up for mental health issues.

B) Most people are said to perceive Silent Hill as an abandoned town so there likely wouldn't be any evidence.

C) It's just a game & they weren't putting that much thought into it.

Going to the cops would have exposed him.

Per the chosen canon they went with, Cybil died. That makes it even more sketchy since that means she likely disappeared without a trace.

Worse than that, it's not abandoned. In the game, it's a mildly popular tourist town. Imagine someone telling the police that Branson, Missouri was actually the home of an ancient pagan cult that worshiped elder gods and that the cult is trying to hunt his daughter down because she's their messiah.

They would have said he was insane and that would have landed him in a place potentially worse than a Devil cult hotspot.....
