Normally, I'd pick Pelipper because it's a flying type... But Idk. It depends on which moves it has and stuff...

Pelipper can just fly up high and spam Hurricane.

Pangoro boasts an impressive 124 base Attack and some decent bulk. With access to one of Pelipper's biggest weakness in Thunder Punch and Iron Fist to boost it even more, Pangoro can absolutely score an OHKO. The problem is that it is that it just a tad slower than Pelipper.

Pelipper is only sporting a good 95 base Special Attack and some tankiness but it also gets the ability Drizzle which helps it out a lot. Pelipper's hardest hitting move in this case is Hurricane which bypasses it's usual 70% accuracy due to Rain from Drizzle and also gets STAB from it. While Pelipper also gets some cool Water type moves like Hydro Pump and Scald, they aren't going to do as much as Hurricane can.

While Pelipper is faster, it is only by a small amount so Pangoro could use a surprise Choice Scarf to possibly outspeed or can use Assault Vest and some well placed defensive EVs to survive a Hurricane from Pelipper which has a hard time itself surviving Thunder Punch. Therefore a Wacan Berry can be used by Pelipper to great effect to halve the damage taken from Thunder Punch which is it's only real threat to being OHKO'd by Pangoro as Stone Edge simply won't do enough damage to Pelipper.

It's a much closer match than some of the others but for me, Pelipper edges it out.

I concur, if Pangoro had better speed stats this might have gone the other way, but once again, speed is the key stat.
