Yes.

There appears to be some discussion that it was once used as a brand to mark criminals.

There is also some notation that it was a pagan symbol before being adopted.

and its true meaning is speculative, though I would say most usage you will see is to represent the common belief that it is a flower & representative of classic royal ideas.

the Fleur-de-lis was the symbol of the French Revolution, and it's popular all over Louisiana (in Louisiana it's almost synonymous with the state itself).
