Jade Carey was in the top 12 and thus can replace Biles for the all-around. There was one apparatus in which an American can take her spot (should she choose not to participate-I don't think she's pulled out of those yet), but for the other three there were no other Americans in the top 8. So competitors from other countries would get those spots.
