Do all other major American cities in the Batman universe have even WORSE supervillain problems so they think Joker, Penguin, Two-Face, Riddler, Bane, Mr. Freeze, Black Mask, Killer Croc, Victor Zsasz, Hugo Strange and the slew of others AND the regular Falcone/Maroni crime families arent that bad in comparison?

Lots of criminals, I'm sure there are plenty of bailsbondsman and lawyers. Lots of cops and people to process crime. The US has one of the most dense prison populations on the planet. It's a booming industry that is recession and pandemic proof.

Gotham isn't bad for the rich and the poor don't have the means to leave.

Also Gotham isn't even the worst of DC's cities. That is probably Hub City, where there are entire sections of the city that don't have electricity.

Barry Allen is in Central City and Wally West usually in Keystone.
It's only the group that dubbed themselves The Rogues that have a no-killing rule and some of them have been known to break it at times.

I mean other cities definitely have more dangerous supervillains.

Metropolis has Metalo, Luthor, Parasite, Livewire, Zod, Brainiac, etc ...who are all capable if much more damage than any of Gotham's villains. Hell even Metropolis' underworld is worse. Intergang is run by a literal cannibal and both uses and sells Apokolypse weaponry. And beyond being an organized crime syndicate they are also a cult that worships something call the Crime Bible.

Metropolis is the most dangerous city Gotham you just have to be ready strapped and ready to shoot. In Metropolis the city gets destroyed by monsters wtf you gone do when you are in traffic and buildings start collapsing and blowing up

Most people living there don't really have much of a choice. It's not easy to move when you live paycheck to paycheck.

According to Wikipedia, there are at least 2 demons in Gotham. Some Bat Demon summoned a few hundred years ago by a cult

And some kind of 40,000 year old sleeping entity deep under the city
