At that point the military can move freely about and wouldn't run into the hurdles an occupying force would (areas still controlled by US, unfamiliar with area, resupplying etc). A foreign invasion already has an uphill battle, and we have a sizable enough number of "gun nuts" with high end arms and tons of ammo who would be happy to share with their unarmed/underarmed neighbors to resist an occupying force.
