Underwater Cars are just a inefficient & Less HydroDynamic Submarine.

You'd be better off in a proper Submarine at that point.

Have a crash at 60mph on a road, that's bad enough, but at the bottom of the ocean?

Once you've gone through the windscreen head first you got a few thousand feet of water to swim up through, nuts to that, I can't swim that well.

We absolutely can, it's not about safety or whatnot, it's simply inefficient, you need lot of power to keep momentum through water rather than air or road.
