Not sure what happened to the game or the user (think his username was legolas, with some numbers), but I do remember he released a trailer for it that showed actual gameplay footage.

As far as I remember, he was an NPC. The trailer showed Vegy's character making a characteristic comment about Susan Coffey (whom Vegy was obsessed with at the time).
After that, Vegy insisted that his character not be included in the game at all, even though the programmer proposed that he could also just remove the weird and silly comments from Vegy's character in the game.
