I mean how in Pokemon, each one can only have four moves at a time, and you have to choose which to keep as you go. Are the other games/series that take that approach?

Some SaGa games have a fairly limited set. They can usually be changed often but you're limited with what you can have at any time.

Lots of strategy RPGs individual units are also limited but they make up for it in other ways.

there are some games where you might have to swap out moves due to a limited memory space, but idk if any are like Pokemon where you forget moves permanently.

like, in DoS2, you have a finite moveset, which you can increase by leveling up your intelligence, but since you can't equip all of your moves at the same time, you can choose which ones you wanna use at each given time (outside of combat).

some moves use more slots than others, though, so you have to mix and match weak, moderate, and strong abilities.
