Outside of a small group invested in the concept. If you play online in whatever newest Pokemon game, isn't all likelihood that you'll get seven Mewtwos thrown in your face?

Legendaries can't be used online in the games.

And yes, a lot of people do play by Smogon's rules because if you're playing competitive Pokemon, chances are you're either doing it in-game or on Showdown. And Showdown uses Smogon's rules.

The vast majority of serious competitive players use Pokemon Showdown, even the VGC world champions have used it for practice, and Showdown is tied to Smogon.
