What, if anything, is the different? Is it just semantics?

Jurisdictional - police = cities; sheriffs = counties; constables = precincts. There are also DPS officers, commonly known as state troopers. They have jurisdiction for their entire states.

Yes

We have a patchwork of law enforcement. But broadly.

Sheriff is a county level law enforcement body. They usually have a role in tax collection historically. This is generally an elected office that overseas the department.

Then you have the "police" which are usually tied to specific municipalities or townships and locally funded by the area they serve.

State police-highway patrol. State level law enforcement that easily crosses County lines. Not typically used in day to day level crime enforcement.

Then you have federal law enforcement. FBI, ATF, DEA, ICE, CBP and more. They have different purposes but are foremost intended to enforce elements of federal law and not state local law.

I always figured Chief = city and a Sheriff = county.

Like here in the states you have State, County and City.

The FBI is nation wide investigators or police.

The weird thing is sheriff is top official for any sort of law enforcement in his own county.

Like above even fbi agents that might be doing an investigation in the county.

Jurisdiction, sheriffs have jurisdiction over counties(or whatever that state calls it) whereas police only have jurisdiction in their city/town. Also the sheriff is an elected official, the chief of police is an appointed position.

It's all situational. The city of St. Louis has a Sheriff's Department.

Sheriffs are elected and police chiefs are promoted internally. Basically, the chief is more likely to know police matter and the sheriff is more likely to know political crap.

I know I see more County police around the Courthouse than State or City.

They're also seen transporting more prisoners too and from.
