When I lived in Providence, RI in grad school, off-duty cops parked free at certain private lots to take their wives, girlfriends - maybe wives and girlfriends together - to restaurants and clubs. An out of state company bought the lots and started charging cops. Uniformed police showed up and smashed the gatekeeping kiosks across the city. The city - not the police department - settled the case at taxpayer expense.
