Some criminals are sentenced based on separate crimes with separate levels of offense.

Really depends on the mood the judge is in most of the time.

Like 99% of the time things are run concurrent. If a dude is a real prick or the judge is in a bad mood, you might get consecutive time.

It's a loophole to skirt around maximum sentences and ideas of cruel and unusual punishment. People usually don't care though because they want those particular criminals to suffer inhumanely.
