In recent memory, he is. All time? Not sure. Too many great characters but Arthur is so loved because he's a badass but also a warm, father-figure type. Just seems like a nice person overall.

Also as great as rdr1 is John Martin is such a whiny bitch by comparison. That too I just seem to recall a constant "why me" type of whining. But what you said seems common in rockstar games.
