2 liters are inconvenient if you just want a quick sip and often times they aren't available cold

2 liters are almost never cold and they go flat quickly

Convenience. They sell more of the smaller bottles in gas states, convenience stores, etc. more people buy them on the go than would buy a normal 2 liter for the house.
