Yeah, happens all the time when I used to vacation in Mexico. You gotta be fast with you luggage before one of those thugs tries to grab your luggage and hold it for ransom.

When I was in Germany they were downright pushy about it. It was like some sort of personal insult if you wanted to carry your own bags. But I wasn't too keen on paying someone to do something that literally was no trouble for me.

No. But in most downtown cities, youll have people start trying to shine your shoes while you walk. Make songs for/about you. Wash windshields etc. all without being asked

Every airport I've been to has multiple signs, and an announcement once in a while that tells you "Do not let other people touch your luggage". So... no.
