I'd assume all the nominees were told they had to be there in person if they wanted to give an acceptance speech. Spectrum TV interviewed the director of the Oscar awards a few days before the event. He made a big deal about his grand vision where all the nominees attended in person during the pandemic. It would make his award show stand out over others which relied on Zoom and then bragged about all the safety precautions they took, such as no hugging the winner and seat screens.
