dragon quest XI has really good towns. basically every town is like an episode of an old anime like Slayers or something where the party comes to it and there's some sort of kooky storyline going on there that they have to resolve

Most Pokemon games have great towns, if you count them in the JRPG camp.

Star Ocean 4.
Every town has some side quests and basic fetch missions along with the usual rpg fare. But they also get some good lore behind them when you start talking to people and doing the side missions. And you really start to get invested in these random npcs --- ... Copied to Clipboard!

Not sure if I'd call them good but Bravely Default has some of the best town tracks. The live concert even added lyrics to them.
