If you evolve them from their preevos, then they know Tackle and Poison Sting, respectively.

The generation they came from was not very well-balanced in general. I guess they felt messing with those lines was too much of a big step (probably why newer gens, even where old Pokemon were reused outside of "National Dex", added new ones that filled a similar niche but were better balanced).
