Anyway, I say the blue pickup did since it was a green light for the car that hit it.

The POV car was driven extremely recklessly of course.

Its hard to say for sure without the truck's pov because with the speeds they were traveling it is entirely possible that when he looked it was clear. Actually no, on a second watch the truck did not even stop at the red light before turning, he is entirely at fault for the accident but the driver of the car would be getting hit with some dangerous driving charges.

I think if you cause an accident when right turning on red with the intersecting road you are always at fault.

But this might be difficult to prove later without dash cam footage since by all other accounts it looks like street racing gone bad (I mean...it still is but they legally had the right of the way).
