I dont understand how it helps them win city contracts. Like they need something built, the city hires a minority owned business to do it and it comes out of this fund instead of the normal budget? Like partially? Also, that factors into the person winning the bid then or is it still the best/cheapest/bribeiest winning it?

Boston's mayor resigned to become the Secretary of Labor. Under Boston statute, the president of the city council becomes acting mayor until the next election, which is in November of this year.

People could read the article...

The $750,000 Boston Contracting Opportunity Fund will award grants of up to $15,000 to businesses looking to build up capacity in order to secure city contracts. Those eligible include women-, minority- and veteran-owned businesses. The fund will open on April 15.

The city has created a five-person team within the city Office of Economic Development to provide technical assistance to businesses seeking to win city contracts, among other responsibilities. Those positions are funded by a $2 million investment previously announced by Walsh. In addition, the city has hired its first-ever director of strategic procurement to support diversity in contracting across city departments.

So funding to help firms with the contract process and teams to help coordinate the management of applying for contractor jobs. If people think these things are stupid or worthless, they should check out a planet money episode that talks about something similar that happened in Nigeria: Nigeria, You Win.
