Well, I imagine it goes like this: Bucky got mind-fucked by HYDRA. He showed up and helped wreck Thanoss crew. Then they got him deprogrammed. So... pardon. Sharon bailed on the CIA and stole Caps shield from the government, then dropped off the face of the earth. In theory, theres no reason to give her a pardon, and there isnt Steve Rogers around to vouch for her. I think it brings Buckys pardon into question more than anything else, but he gets more plot armor than she does.
