Shooting targets can run and there are numerous people who could potentially intervene and stop them. Meanwhile someone who had been drugged and restrained is about as helpless as you can get. I mean, shooting into a pack of wild animals would still be more dangerous than slicing up a held down and restrained one. Plus serial killers tend to have guns themselves.
