Are you Jeff Bezos and want to drive at 150 MPH? Hire a driver that makes $70k a year and let him pay the fines. Or are you a company that makes deliveries in the city? Hire out contractors to double park or park in tow away zones or other ticket able places. You don't want the company at risk of those fines, you need a private contractor. And ultimately being wealthier doesn't make you guiltier of something if you do it.
