Pretty much everything notable the Republican Party does these days would apply. Another pretty significant example is a climate conference that was held in the Netherlands in 1989, where nations from around came close to making formal agreements to limit climate change (basically the Paris Agreement, but legally binding). This did not take off, due to the U.S. sending a climate-sceptical scientist sent, which traces back to the oil industries who have little to gain from limiting climate change. To me, it's hard to say what is qualitatively and quantitively the #1 most evil act imaginable. I consider the situation I described to be up there as well, considering whether action is or isn't taken concerning the environment affects the lives of millions, if not billions.
