Even if the American divisions did try to inform them it's not a great idea, it still falls on deaf ears. Japanese companies have some baffling and naive views on various practices and policies that really hinder what is good for growth. Most companies are highly vertically integrated, with strong deference to the owners and family of owners. Company loyalty is highly valued, but unfortunately employees themselves are often not. A common theme in Japanese companies is an unwillingness to directly question your superiors, and to me the most iconic examples of this are Squaresoft / Tetsuya Nomura, and the N64 (cartridge format.) Tetsuya Nomura was and still is notorious for coming up with wild ideas at the last minute, then demanding that the entire project shift to encorporate them, which results in dozens of unfinished products that all come across as convoluted.
