It's really not very easy to move to another country, and regardless, the entire point of democracy is to allow a voice for those in favor and opposed to the regime in charge.

I think context is important. Most people who say this are being racist assholes, but if you are talking to somebody who genuinely is from abroad and clearly hates the country they are living in...idk if I see the problem.

It is not however a proper response to somebody who is just voicing concerns of injustice or mistreatment, if that makes sense. There is a difference between wanting to be treated like a normal person and being some wannabe isis dipshit.

Honestly it depends on what ethnicity you are. If your 'homeland' is a nice place that you would be happy to move to it doesn't feel racist if someone says that to you. If your homeland is basically a hospice then yeah it feels bad.
