Most people who say this are being racist assholes, but if you are talking to somebody who genuinely is from abroad and clearly hates the country they are living in...idk if I see the problem. It is not however a proper response to somebody who is just voicing concerns of injustice or mistreatment, if that makes sense. If your 'homeland' is a nice place that you would be happy to move to it doesn't feel racist if someone says that to you.
