Kung Pow Enter the Fist has a 16% on Rotten Tomatoes and it's one of the funniest movies I've watched. It's not a good film, but it does it's job in stupid humor. So if the score of 51% is because it's not funny, then yeah it's warranted but if it's because it's no Citizen Kane, then yeah to me, that score is meaningless.
