I think somewhere between 2040-2050 at the earliest. Don't think it will be in the next 10 years for sure.
There's just too many problems. A one way trip is likely possible to get there, but not to get back with enough fuel with the weight of a shuttle and all astronauts. There needs to be a robot there to build a fuel station to go back. Then you have to deal with having enough oxygen and food, being protected from cosmic rays, etc. Maybe you can send several payloads to there to have supplies for a couple of months, but a basic space station likely needs to be built in which a steady stream of food, recyclable water, recyclable oxygen and protection from cosmic rays and other things are present. --- Less is more.
