Is there any good reason why a state shouldn't be able to set rules for businesses operating in that state?

I would say the texas power grid has been making a pretty compelling case the last week or so when it comes to utilities and infrastructure.

That's more an issue of locally-enforced monopolies.

I thought it was a case of Texas choosing not to implement weatherproofing that was federally recommended.

But speaking more broadly, any service that is likely to cross state lines needs to be handled at the federal level so that California (or any state) can't pass laws or regulations that would directly affect customers in nearby states.

agreed

unfortunately the feds fucked up on federal regulation of ISPs, just not as badly as texas fucked up its power grid

the texas power grid should be merged into the western interconnect and california's net neutrality should supplant the current federal enforcement policy

both of these are quite possible tbh

California has been doing this for most of forever, give or take those silver candy-ball cake decorations.
