Because puritanical beliefs have this weird indictment against men that men can't (be trusted to) control themselves so it was made illegal.

Then combine that with the amount of money to be made off of making something not sexual, into something sexual and it will never change.

Though the weirdest thing to me is that people will 100% go "won't somebody please think of the children" even though the sole purpose of breasts is for child-rearing

Even in the societies where people can legally walk around naked, they still typically don't.

It's like the whole concept of a society is based around people being able to express what they don't want other people to be doing, and most people don't want to see most other people naked.

I think a big reason is men traditionally like to think they own their wives bodies and they don't want others to see what they consider as theirs
