Bucs had a really rough time out of the gate during their first 20 years, which included just 2 wins in their first 2 years. Over the last 25 years, while they arent a winning club, theyre pretty close to .500:

First 20 years for the Bucs = 94 - 214 - 1 (30.6%)

Bucs after first 20 years = 184 - 216 (46.0%)

46% still leaves them as the 8th-worst team all-time and they'd still be the worst team with multiple Super Bowl wins (Washington at .499 is the only other team with multiple wins and below .500 all-time).
