I didn't even know that phrase was a reference to an in-game item until Awakening, but as far as I remember it's not in Fates or Three Houses.

Is it always a glowy shield with glowy orbs

Most if not all of them have a different Fire Emblem.
The Shield in FE 1-3 and their remakes and Awakening, Bern's royal crest or whatever in 6-7, the Omega Yato in Fates, etc.
Crest of Flames is the Fire Emblem in TH.

And I'm pretty sure the Jugdral games don't even have a Fire Emblem. Or if they did it mustn't have been too important.
