Like a combination of video games and books. So I like to look at it as a genre that CAN be games but sometimes just VN, which means I'd agree with TC. Meanwhile they're different from a standard novel because there's actually a significantly larger necessity for plot and dialogue in VNs. Narrations and expositions are stripped to the minimum and often simply thoughts of the perspective character. Instead VNs opt to provide the setting through visuals and other animations. So VNs end up being almost entirely dialogue, whereas in a book, the dialogue wouldn't necessarily take center stage. This results in VNs having write far more story progression than a typical story, but it also lets VNs concoct excessively complex plots with many different outcomes and intertwining elements.
