Only the Supreme Court can "overturn" it unless Congress amends the constitution. But any Congress can repeal or overwrite simple legislation. Thanks to successful Republican gerrymandering, propaganda, court installations and threats at the federal and local levels, the right to an abortion has been whittled down to be mostly symbolic. But the only thing keeping it even nominally legal in most states is the constitutional standard written in Roe v.
