Papa Johns counts the sales tax and delivery fee on an order towards the $10 minimum for delivery. So I can order a $7 pizza using a 50% off promo code (usually thanks to the Cardinals, Blues, or Chiefs winning the previous day), then the tax/delivery takes it above $10, and after the tip it costs about $13 in total. But Pizza Hut doesn't count the tax/delivery towards the $10 minimum. So the food by itself has to cost $10 even before all of that stuff, and even if I order exactly $10 worth, it ends up costing $16 after the after the tax/delivery/tip. Papa Johns also doesn't enforce the $10 minimum if you redeem a free pizza with reward points so I can get a (technically) truly free order. But Pizza Hut still does, so I can't even redeem reward points for a free pizza unless I have someone else over and they want a pizza or wings or apple pies or something else. It's bullshit.

Is everyone else's Papa Johns and Pizza Hut run the same way when it comes to the $10 minimum for delivery, or is it different elsewhere?

Probably depends on the franchise. Don't know about my local PJ/PH, but my Domino's has a minimum, and delivery fee counts toward it. You can also redeem a rewards pizza without hitting minimum, but if it's for delivery you still pay the delivery fee.

My Papa Johns is inconsistent with delivery fees when I redeem a free pizza with rewards points or some sort of promotional code. Sometimes they still charge the delivery fee, sometimes they don't and the order costs $0.00 so they don't even ask for payment info with the order.
