Objectively, it's Mega Rayquaza.

A Pokemon so good that it outright got banned from the banlist, and then made its own tier above said banlist.

Pretty sure Moody was banned from Ubers iirc, meaning that Bibarel, Octillery and Glalie all beat Mega Ray

Moody is just banned because like the evasion clauses, they turn the game into too much of an RNG shitshow and isn't competitive.

Also I'm willing to bet money that mega rayquaza wins against any pokemon with moody unless you get like a focus sash glailie who tanks the first hit with the sash, gets SPATK boost from moody and gets a hit with blizzard (which i bet might not even kill it in one hit). then rayquaza moves again and kills
