certain applications have proxy settings; i'd look into that first (particularly if steam allows it).
for instance, torrenting software like azureus/vuze has the configuration in the networking settings, while for the likes of google chrome, it would need to be specified as a command line argument. i set my router to block all direct internet access for my windows rig (and thus block windows update) except via chrome, which is configured to access the internet through a proxy tunnel running on my linux box. so in a sense/summary it's two simultaneous connections to the internet, except one is blocked. --- ... I know certain routers can do this. Not sure if theres a way in windows to do it if your router isnt already doing that for it
