So I don't have the deepest knowledge of the fgc, but I'm a little surprised that none of the individuals that I know are on that list of community members that created the guidelines. No max, no woolly, no diago... Can somebody with a little more knowledge tell me if there's anybody of significance at all in that list?

The only people who aren't nobodies on that list are Hagure who is one of the known organizers of AnimEVO, Shiburizu who is the curator of the Mizuumi Wiki and UltraDavid.

In Max's case it's because not only is he involved in tournaments as a commentator but he also has relationships with a lot of developers and would be a pretty obvious choice for someone to represent the community. For daigo, it's because he does compete in US tournaments and his signature would bring a lot of clout to the guidelines given his fame.

Also:

Creating a nuisance or hazard by neglecting personal hygiene, refusing to take appropriate hygienic or medical precautions, or engaging in or encouraging others to commit any hygienically or medically unsafe behavior.

The rules are stupid though. Say you teabag someone in a match, and someone like Punk is known to do that. Now the other person can cry he triggered them and is Punk now banned from every event or is he gonna get top player privilege and be allowed to continue? Just be a normal fucking human being.

I think the rules are actually pretty reasonable if you read them. It even explicitly calls out that anything that would be considered trash talk in the community is still acceptable. So I think they were trying to avoid some random person claiming they're triggered.
