On May 6, 2015 Theodore V. Wells, Jr. released a report on the findings of his investigation. This 243-page report would go on to be known as the Wells Report. The highlight of the document was the finding that it is more probable than not that New England Patriots personnel participated in violations of NFL rules. The three offenders were; Jim McNally (the Officials Locker Room attendant for the Patriots), John Jastremski (an equipment assistant for the Patriots), and Tom Brady (quarterback for the Patriots). There was no connection found with any other Patriots personnel on involvement of violating league rules. Throughout the entire 2014 NFL season McNally and Jastremski exchanged text messages on the subject of deflating footballs for Tom Brady. Jastremski would request for McNally to deflate the game balls to the air pressure requested by Tom Brady. McNally would agree to do this in exchange for cash, autographs, and shoes (Wells).

Several hours before the AFC Championship Game, Jim McNally, the Patriots employee responsible for delivering the Patriots game balls to the game officials for pre-game inspection, brought the balls into the Officials Locker Room. During the pre-game inspection, referee Walt Anderson determined the Patriots footballs were properly inflated. Most of them measured 12.5 psi. When Anderson and the rest of his crew were preparing to leave the Officials Locker Room to head to the field for the start of the game, the game balls could not be located. Based on video evidence and witness interviews McNally was seen removing the game balls from the Officials Locker Room. He was then seen entering a bathroom with the game balls just outside of the tunnel to the playing field. McNally locked the door, and remained in the bathroom with the game balls for approximately two minutes. He then left the bathroom and took the game balls to the field. Due to request by Colts personnel, the referees checked the air pressure of the footballs at halftime. All 11 of the Patriots footballs that were tested at halftime were below the minimum 12.5 psi. They measured in the range of 10.5 psi to 11.85 psi. The referees also measured the footballs used by the Colts, but only had time to measure 4. They measured in the range of 12.5 psi to 12.75 psi. Before halftime ended, all 11 Patriots footballs were inflated and set to a permissible pressure level. After the game McNally was interviewed by members of NFL Security. McNally made no mention of taking the footballs to the bathroom. Instead, he stated that he walked directly to the field and nothing unusual occurred (Wells).

The Wells Report just added fuel to the fire that was the ongoing debate of what is referred to as deflategate. There are two sides to this debate. Although the arguments can differ quite widely within their sides, they are still arguing the same end result. On one side you have the people who believe the Patriots should be punished. The other side consists of people who believe the Patriots should receive no punishment. The side for the Patriots not receiving punishment have two main claims; there isnt strong enough evidence used in the Wells Report, and some believe they are guilty, but dont see how air pressure in the football would make a difference in the outcome of the game.
